Well, HEELER is the key here!
Totally normal puppy behavior. Redirect to a toy when he starts to bite and praise for using it. If he won't stop, withdraw attention for 5-10 minutes by stepping over a baby gate, close a door, whatever, just remove yourself. If he's still a pain, pop him in the crate for time out. I imagine he's nipping at heels when you're just walking around the house, so in that case I'd have an exercise pen to keep him contained so I can walk through my own house unmolested.
