My grandparents recently got a queensland heeler mix puppy, named Buck. Buck won't stop attacking feet and legs when excited, biting and nipping and barking incessently. He also jumps and bites onto clothes and tugs on them. I assume he has no proper outlet for his energy, as my grandparents got a puppy without proper consideration of their lifestyle. I cannot deal with the puppy all day as I currently live with them but am moving very soon. What can I do to outlet his energy without him biting my feet constantly?

Well, HEELER is the key here!

Totally normal puppy behavior. Redirect to a toy when he starts to bite and praise for using it. If he won't stop, withdraw attention for 5-10 minutes by stepping over a baby gate, close a door, whatever, just remove yourself. If he's still a pain, pop him in the crate for time out. I imagine he's nipping at heels when you're just walking around the house, so in that case I'd have an exercise pen to keep him contained so I can walk through my own house unmolested.
