But obviously keep hold of him while doing it to get him use to doing it there before he has had his final injections or does he do it indoors til he has had his last injection

Absolutely, just put him down where no dog has walked before (approximately ;-))

If you don't have a yard and there is no safe place for him to pee, you can get a cat litter tray and put some turf in it, to get him used to peeing on grass. If you don't have a fence, you can always use a soft rope slip lead that goes over his head, to stop him running away. They're nice and quick to put on.

And just because he hasn't had his final injection is no reason to keep him locked up in the house. He needs to get used to new sights and smells and noises in the world, so even if you have to carry him, he needs to go outside at least a few times a week.
