It sounds like she's just really excited about everything, as many pups are.
The best way to deal with this is to get far enough away from people or dogs that she doesn't react, but can see them. Praise and treat her calm behavior. Slowly (over the course of days or even weeks) move closer and praise and treat calm behavior. If she starts barking, back up. You're encouraging calm behavior. Eventually, she'll get the point that you like her to be calm when she sees things, and that being calm earns tasty treats, so she'll keep being calm.
This mostly just takes time and patience.
