UPDATE:

After a last ditch come to Jesus conversation, the owners have realized that the dog is a danger. We are looking for homes and people who could give the dog a better environment to live in. Hopefully some place out in the country where there are way fewer people, and a territorial/protective temperament is more appropriate.

I know that my local animal control agency doesn't tell people who filed a complaint, but unless the dog is going after people outside the home as well, then the owner is probably going to have a good idea who called.

It is good to know that they don't tell who filed the complaint. He has bit many people who are not part of the household. At this point if I don't report, then I bear part of the responsibility next time he bites someone.

Have you been bitten? Anyone in your family been bitten?

If no, then IMHO you are meddling in other people's business as a 3rd hand observer. You should stay out of their business.

If yes, then you are negligent and likely bear culpability.
