My dog is 8, almost 9 years old and I believe that he is a Kelpie. He eats and drinks normally and plays around and is just a happy dog altogether. I have noticed that he squats to go poop but little to nothing comes out. He doesn’t appear to be in pain and when I feel around his stomach he doesn’t react to anything. Is it something that’s a cause for concern or is it due to old age? He’s not lethargic, not wincing in pain or anything like that

My nine-year-old has become prone to constipation as he's gotten older, definitely keep a close eye on it. If the straining with no poop doesn't resolve soon - or if it's been going on for a couple days already - I'd call a vet to make sure there's not something going on that needs medical intervention. It could be something small, like full anal glands, but a blockage due to a foreign object or severe constipation is life threatening, and most issues are way easier to treat when caught early rather than waiting until the dog is showing signs of being seriously ill.
