He is a puppy and can't hold it. You know it. Now you have to fix it - make it possible for him to succeed, not fail.

He needs access to either a dog walker or pee pads. Try getting a large piece of linoleum and put it on the floor. Get an ex-pen. Put his crate (with the door open) in the pen, along with pee pads, water bowl and toys.

Sounds very frustrating. Instead of fun-to-shred pad, have you tried actual turf? You could buy a strip of sod & cut it to the size you want and leave that in the pupp playroom. He might tear it up so that's an admittedly messy risk but if he's peeing on grass outside, it might be a more familiar surface for him when he needs to go inside.
