When me and my partner bought Tori, the breeder had a massive fenced in garden and the puppies would do their business outside during the day. When we got Tori she'd not had her jabs which was a huge problem for us because we live really close to a dog park and not a lot of owners have their dogs on leads. Basically because we don't have a fence their dogs run around our garden as they like. We're in the frustrating position of waiting for council position for a fence, but even if we had a fence right now it wouldn't solve our problems.

With it not being save for Tori to be outside until she'd had her jabs we had no choice but to house train her. Tori took it really well but now when we've attempted to train her to go outside she won't at all. We've taken her to our mums (who have huge fenced in gardens) and even then she wouldn't go, she once waited 4 hours until we got home so she could pee. She'll go on command in the house but outside she doesn't listen at all and we're really starting to worry that because we got her when she wasn't vaccinated its too late to train her to pee and poop outside.

We'd really welcome any suggestions. Thank you.

You CAN take unvaccinated dogs out into your own yard if you don't have other dogs hanging out in your yard. Can't go back in time though! Just for future reference.

Assuming she's using pads or paper in the house, could you carry them out with you and sit them where you want her to go outside, sort of as a compromise? Then slowly shrink the size of the paper until you aren't using it anymore.

You could also go back to crate training - in the crate, then directly outside, if she doesn't go outside, back in the crate, back out in 15, if she goes then she gets play time, if not, back in the crate for 15 minutes. Either way, of course, praise praise praise treats praise treats best day ever fun party time when she goes outside.

That was the root of our problem, we knew we could take her out in our garden but we did have dogs running around in it. We live near a dog park and a lot of the dogs aren't on leads, when the owners walk their dogs past our house they always come into our garden. That's why we couldn't have Tori out in the garden though we would have loved to.

At the moment Tori has been using paper, we've actually been attempting your suggestion. The problem is no matter how long she's outside even though she knows where the paper is she willl hold it until we're back inside. Two seconds later she goes in her usual spot inside.

We bought something called a 'pee post' which you put in the area you would like your puppy to go potty, it smells strongly of urine and entices them to go near it. Unfortunately Tori sniffed it a few times then bounded away. Soon as we came back inside she was straight on her paper peeing away.

Thank you for your suggestions, I'll certainly try them and see how it goes.

If she doesn't go when you take her out, bring her back in, leave her leash on, and wait five minutes before going back out to try again. During those 5 minutes, keep your eyes on her, don't look away for a second. That way, if she starts to squat, you can rush her out.
Basically, 5 minutes outside to try, then 5 minutes inside, then back out, you get the point, you're "waiting her out" so to speak.
