When is it safe to go outside?

Hello everyone I am new to this forum. I found it while searching for tips on training my new puppy. Last Friday my fiance and i purchased a Miniature Pinscher his name is Mugsy. A co worker of mine was giving me a few tips on training Mugsy as he has had many dogs in his life time and his wife works at a vet. He warned me about Parvo and basically said that i should not take Mugsy outside where other dogs may go to the bathroom for risk of Mugsy getting Parvo. So far we havnt taken him outside at all unless we are carrying him and we are trying to teach him to use puppy pads to poo and pee. However we are having a tough time getting mugsy to use the pads. We will usually catch him before he goes on our carpet and we will pick him up and put him on a pad but he just runs right off and wants to play then later we will catch him trying to go again and again put him on a pad. We play this game until eventually we slip up and arnt turn our attention away from him for a second and he goes on the carpet. I would really like to take him outside to go to the bathroom but im scared after hearing about parvo. Mugsy has had some shots from his breeder and we are scheduling a vet appointment for him next week to continue his shots. I am wondering when is it safe to take my puppy outside? We live in an apartment complex that has a large grassy area that a few people take their dogs to play or go to the bathroom at.

I wouldn't stress too much about taking him outside as long as it's brief and he's not wandering around other dogs waste. Can you take him to a less used area in your complex? Puppy pads are going to double your housebreaking efforts in the long run, I would definitely start taking him outside on a regular schedule.

There are that a few shrubs/bushes around the parking lot area that i havnt seen anyone take their dog too. I could try that.

I wouldm't take him to a dog park or a highway rest area but other than that I wouldn't worry to much. His risk from under socialization is way higher than his risk for parvo.

He should meet 100 dogs and 100 people before 4 months.

I agree with Kasey and would go so far as to suggest this poor dog has been over-medicated already. Bordatella vaccination at 4 weeks of age! The vax isn't even approved for a dog that young...
