Dog barks at only one specific person? How to tell dog to stop barking?

So my dog is who is almost going to be a year old only barks at one person.
My neighbor (which I now dislike).

I am not sure if he picks up that I don't like her, because of all the crap she says about him when I'm walking him & he barks at her.

He ONLY barks at her, although she's afraid of dogs (and he is not a huge dog either/compared to a regular 2 liter soda bottle he's about that height), and he does not bite.

All my relatives he is friendly with (even my cousin who is afraid of dogs).
Although the way he gets to know someone is if he sniffs their feet or hands & then normally they would all play/or pet him and he is fine. Although, one of my cousins who came over (they have a female dog) he sniffed the little girls hand & he barked at her (I figure he could smell the other dogs scent on them).

The first time he got near she shrieked AHHHH, so he barks at her, also because she stomps and "runs" now whenever he sees her he barks at her.

Also I remember one time the lady was taking out the trash & he barked at her & she waved the trashcan at him, and he barked even louder.

Whenever he sees the lady he would bark, except for this one time she was hula-hooping & he just stared and watched, the she said WHAT R U LOOKIN AT, then he barked lol.

Not sure why he only barks at her....Also just to let you all know he is always on a leash in his harness when I walk him.

I am also not sure how I can tell him to quiet, because I have tried blocking his view, dragging him away, but he still barks...

Um... because she's acting like an ignorant little child who's desperate for attention? Someone stomped and shrieked and hollered and waved things at me I'd probably yell at them too.
    Is she a child?

Teach your dog a 'quiet' command and reinforce it heavily when she's around.

But... I'll also suggest asking your neighbor to act like a fool with your dog. I'd go off on someone for yelling at my dog. She's just making it worse

Seriously how old is this neighbor, she's acting like a child....just ignore the neighbor and who cares if your dog barks at her...I would too if I was that dog. This woman is acting ridiculous, why not just ignore the dog?

Her actions are antagonizing and probably make your dog very nervous, that's why he's barking at her. You can work on a quiet command, or work on getting his focus back on you when he's excited - both are good things to be able to do anyway.

Seriously I would like to know how old this person is :/. The only thing you can do is when she starts her crap, just move to a distance where he doesn't react & treat like crazy & praise when he doesn't react & pays attention to you ... That's all I got lol
I am sorry about any typoes, typing on a phone keyboard is hard and auto correct sometimes does more harm than good! If you see no typoes, it means I am on my laptop!

Wow, just hearing about this woman makes ME want to bark!
Would it be possible to talk to her and let her know what she is doing is antagonizing your dog, and if she just ignores the two of you, you two will ignore her? I have a feeling this isn't a person that is worth even trying to talk to....but it might be worth a try. Honestly I'd walk on the other side of the street from her, and if she still does her antics walk in the other direction from her home....avoid if at all possible (or find a certified behaviorist for the woman!). Maybe eventually, when your dog is older and more experienced in the weird world of people he won't bother barking at her. You could do some desensitization sessions with your dog and do some of the stupid stuff that the woman is doing and toss treats whenever he is calm....I dunno. A couple of ideas, I'm not one for avoiding a problem, I generally try to find a solution, but in this case, avoidance might be the best bet if you can manage it.

Some people say that doing the same thing again and again and expecting a different result is the definition of insanity, I call it training my dog

In my opinion, you should roam in your neighbourhood with your dog that will make the dog a little friendly and it might start knowing your neighbours. I am giving you a link that might help you.

Yeah, OP, please don't do anything that link suggests. It won't help your dog.
