    Unhappy Puppy Losing Hair

My 3 1/2 month old papillon puppy is losing hair. It started off on his stomach then spread to his chest and sides and now has spread to his butt and the inside of his hind legs. It started about a month ago, about the same time my landlord put pesticides down on the lawn (the grass it fairly tall; it comes up to his chest). I assumed it was just a bad reaction to that (the way some dogs lose hair in the spot where their owners apply flea and tick medication/pesticides) but now it's been a while and it appears to still be spreading. I've changed his food twice now; right when it started I changed to Spot's Stew dry food (really good quality but apparently not enough) then a week or so ago I changed to Orijen (supposed to be the best and great for allergies, grain free). Still no sign of improvement.

I took him to the vet a few days ago and he couldn't even tell me what was wrong. He said it wasn't mites, mange, fleas, worms or anything like that. He said it was probably just a reaction to laying in something bad and I shouldn't be too worried, but I AM worried. It just keeps getting worse. I don't know what else to do.

He's too young to be shedding his "puppy coat." His coat is very rough, not shiny like a papillon's should be. I feed him supposedly the best food out there. I don't know what the problem is.

    Any ideas?
