Junior Member just means that they haven't posted enough to become a Senior Member. I think once you hit 100 (not sure) you get to become a Senior Member. It has nothing to do with age.

Nope! I'm a Senior Member and I'm only in my 20's! It's Junior Member, then Member and finally Senior Member. The Moderators are called "Super Moderator" or something like that.
