How much of those windfall profits are being reinvested to resource developement?

The Fed can say this money is for replenishing the Highway Trust Fund, rebuilding roads and bridges, and repairing schools, but look at New Orleans and hurricane Katrina, the money gets spent elsewhere at the cost of the tax payers.
