Are you sure that she's allergic to every meat? If so, the best food choice I can think of is Hill's Prescription Diet Z/D. I am not a fan of Science Diet/Hills foods at all, but with a very specific health condition sometimes those are the only foods with the correct levels of protein, minerals, etc.
Z/D is an allergen free food. The only "meat" is chicken liver and it's hydrolyzed, which means broken down into such tiny fragments that the dog can't even register it as an allergen. It has low protein and phosphorus- 19% and .51%.

Hills renal diet (for kidney failure) is K/D it's much lower in protein and phosphorus- protein is 14.7% and phosphorus is .24%. There is almost no animal protein in the food, only egg product.
