Put up the cat food.

Put her on a diet.

Keep up with the exercise.

You need to put the cat food up where your cat can get it, but your dog can't. On top of a washing machine or on a table or something.

Secondly, cut down on your dog's food. Feed her 3/4 of the amount you're feeding her now.

Like others have said put the cat food up and watch the amount you feed him. You also might want his thyroid checked, you can start with his T4 or do a full thyroid test. Shelties are known for having low thyroid. His thyroid needs to be on the high end of normal. Ours is on medication for low thyroid, powder supliment and pills.
