Terrified of brushes

I have a rescued kelpie, and I don't know why, but he's terrified of anything unfamiliar being held near him. Brushes, collars, anything in my hand scares him. Mitts, too. But brushing is the worst. If I brush him he cowers and shakes and pees himself. He calms a little after a while, but still...and he's too scared to take a treat while or after I brush him. But he sheds nonstop! Help!
