Okay- first the urine odor. You need a product made to do this. The best enzyme cleaner I have found is "Simple Solutions" or " Naldor" ( both you can get at petsmart). Read the directions and use as stated. This is will also remove the odor the dog can smell for them to not find the spot so appealing.
Second- set times. The pups should eat at times set- not free fed. At 11, and 13 weeks old- they are babies still and will have accidents- but here is a rule of thumb. Without activity at that age they need to go out about every 2-3 hours. Pay more attention after eating or drinking, play ( especially look for behaviors like getting more silly or blitzing ( running) in the house and sniffing- calling in a happy voice- right out the door! . After they get up from a nap. Or excitement - like when someone comes to the house, or running the vac- something new.
Always go to the same spot in the yard. If you take paper towels or something to soak up the pee from in the house and place the towel in that spot- when they smell it they are more likely to return to that spot. Also- praise for going potty needs to be calm praise so it doesnt distract causing them to not finish. I use " hurry up" or some other word ( like get busy etc" while then are going in a calm, quiet voice.. Also do not "watch the pups" when outside. Remember- your look is could be intemidating- so just casually watch them- glancing away in your look. As they start to go- count two seconds- as they are going and say the word a few times in a very low calm voice.
Finally restrict the areas of the house they can get into. I swear I have spent have my life with a child gate to the hallway.. lol. Look for the pup that wants to leave the area from you- thats another sign they have to go. And- if you have a female pup, they are more prone to a mild urinary infection so have the vet check it out if the peeing is more frequant..
