Exclamation Potty Training Problem

Ok, I know there are tons of threads on this, but, I feel like I am a little different. let me start out by saying, I have two puppies, from different litters, a boxer mutt, and a black lab. They are about a week or two apart, both right around 5 months, and we have been crate training them. Now the problem, the black lab has been trained for over a month now, but the boxer is no where near it, he has even peeded in his crate three or so time in the past two days. We take them out regularly, around every hour or hour and a half. When we are working, thankfully my girlfriend and I work different schedules so that they go out about every two hours while we are at work. The boxer still has not got the potty training tho, he just walks and pees everywhere, no signs or anything, he just pees. Now, its horrible because he pees in his crate now too. We have gotten him checked for a uti and nothing, we are pulling our hair out with him, we just cant take it! Also, the lab is a girl, the boxer is a boy, and they both just got fixed about two weeks ago.

Is the crate to big for the Boxer? Do you have blankets in thee for him? If so I would take them out so he gets wet and feels it when he goes and just put them in at night to sleep.

No the crate is almost to small for him, we got it figuring he would be potty trained by now... He also has not had a blanket in his cage for about two months now, we got tired of washing blankets two and three times a DAY. For a long time, he would not pee in his crate, but just recently he has started. When he does, we pull him out and clean it as soon as we find out about it.
