Aggression training for foster dog

I am fostering a Minpin/Chihuahua, he is approximately 5 months old. Overall he is a very sweet puppy, but he has some very bad manners. When I first got him a week ago, he felt free to bark and growl at anyone and anything, I have corrected him for this, and also have been working with positive interaction, having my kids just feed him treats whenever they come up to him. He now only has occasional growling problems at home when being held or on the couch. When he is held, he gets a quick AH! and gets put down on the ground, now he doesn't even growl at my dog who he dislikes greatly when being held, because he knows he loses the privilege of being up. On the couch, same issue, he hasn't completely stopped growling, but same method, another AH! and he loses the couch. His worst problem is strangers. He barks and growls, I've been having him greet people on leash, I hand them treats to give him, and then he is fine and happy. I never hold him and greet because he will snap and growl. I just got back from the vet and he was awful, he growled, snarled, snapped and was just nasty. I need to know what to do with him exactly to help this behavior, so he is more adoptable. I was thinking of trying to start holding him and having strangers give him treats without attempting to pet him, but I am afraid he will still attempt to snap at them. What else can I do? I am hoping this behavior is fixable since he is so young, but I don't want to do the wrong thing.

Alot of dogs 'resent' being held and that takes some counter-conditioning. One of the main exercises in Puppy Kindergarten is called Pass The Puppy....everyone passes their pup to others in a circle to be held, petted, touching the feet and the ears.

At home, try smearing peanut butter on a wall (ceramic or tile), refrigerator or washing machine.....let him lick it while you examine him. Start out slow...just letting him get used to light, non-invasive touching. Just let him stand there....don't pick him up until he's comfortable with the whole body exam touching.
