Ellie and her barking!!!

I know it's normal for dogs to bark but Ellie is driving me crazy!
When I take her in the back yard to potty, she'll do her business then run to the front gate and bark at our neighbor who lives across the street (even if he isn't around). I would like to be able to have her in the backyard to run and play instead of being in the house all the time, however she doesn't run and play, she barks!
Today a new neighbor was walking by with her new puppy and Ellie was a non-stop barking machine! I could barely introduce myself or Ellie with her loud barking! She gets so excited and I cannot calm her down! I really hate that she would rather bark at the new dog instead of smell him and greet him politely! How in the world do I fix this behavior? I would love to know why she barks even when nothing is there! Oh how I miss those first days we brought her home and we didn't hear a peep from her!
