Question Needy pain in the rear!

Okay, she's not that much of a pain in the rear, but sometimes it does get quite annoying...here's a little background..

8-11 months old lab/cattle dog, she's medium sized, under 40 pounds. All black with her front feet that salt and pepper ticking.
Been returned to the shelter 4 times for bad behavior which included:
Chewing, digging, jumping, being hyper, and not minding.

She gets to play ball, go swimming, and go for walks, and I haven't seen any chewing, digging, or not minding. I left her alone for 2 hours out of the kennel(she's terrified of it, literally screamed and cowered away from it, I'm slowly getting her used to it) and she just slept the whole time. She does jump up on people, but were working on it. She's not hyper, she just has the lab personality, but is definitely smart like a cattle dog...

The main problem is she's not house trained, but were working on that too! Now..she is very submissive, and I believe abused. After a few days of being here, I caught her pooing in the kitchen, clapped my hands to startle her, and took her outside. When we came inside...she cowered under the computer desk for 3 hours...when I correct the puppy I have, she thinks im correcting her, and yet again cowers under the desk..but only for a few minutes...

Now...to the annoying problem. She forces you to give her attention..constantly. She paws at you, grabs your hand, jumps on you, nudges you, anything she can do to get your attention on her..I've been calling her to me for attention, and making her sit or down before petting her, but then she just becomes needier!! I don't mind it that much, but to other people, it can be quite pushy! Although she mainly only does it to me...I've heard this is a dominate behavior, but I didn't know if she just really wants attention...

Any suggestions?

When she demands attention make her work for it. Do basic obedience....sits, downs, heeling, retrieves, do tricks....I'm not talking about just one or two things....work her for half an hour to an hour. Once she understands that she's not going to get off so easy and get petted she won't be so quick to demand it. It's not dominance...it's insecurity.
