Potty training my papillon

Alright, well I have two puppies. I have an Australian Shepherd who is 6mo, and potty trained, and a Papillon, who is not. I don't know how to potty train him...I mean for the majority I got him on the wee wee pads...sometimes he'll make accidents, but I think he knows to go there. But I don't want to have wee wee pads in my house forever, I think they look very unattractive.

Here's why I haven't got him going outside like my other puppy. I live in the Netherlands where it's always cold and raining, and the second I take my Papillon outside he starts shivering and his stomach turns like purple. He's only 2lbs and I feel bad making him shiver to death outside.

Should I just litter box train him? Or do you think that it would be possibly for me to litter box train him instead, and then when it's summer out, or when I move back to the states that I will be able to potty train him to go outside then, or will it be to late?

We also have papillon X pups that were not quite 2lbs when we first brought them home at 8 and 9 weeks old. The weather here was -20 degrees celcius and we still enforced the potty time outside. We would bundle up in coats, boots, etc and out we would all go for potty time. They didn't like it, they were cold but it made them realize that the sooner they did their potty business, the sooner they could come back inside.

They are now 4 months old. Both of them cry to go outside and they don't waste time when they are out if it's cold. They have learned to not mind the snow so much. If they headed back to the house without going potty, we would retrieve them, take them back to the yard and we didn't go inside until they did their business.

I would put the wee wee pads outside where you want the pup to go and be consistant. We have been almost a month now without an accident in the house and we have dedicated the last two months to potty time every couple of hours. They now go 8 to 10 hours at night without a peep and no messes. It pays to be diligent and they learn very quickly.

Have you tried a little coat or slicker on your pap when you take him outside? And I would take him to a place where the other dog has urinated since, being a male, he will be more likely to urinate in the same place to mark his territory.
My pap is large for the breed but can get lost in the snow! So I usually shovel a little spot in the grass right off the patio for her when the weather is bad. And I shovel a path from the door to that grassy spot. If your dog is sliding on the shoveled pavement you can put an old rug or towel down for him to walk on.
I have found the pap to be quite finicky about the weather so I'm inclined to tell you to get him used to the outdoors rather than train him inside. Our pap still looks at me like I'm a nut when I let her out in the wind, cold, rain, snow, or otherwise unacceptable conditions! I have to watch her to be sure she does her business because otherwise she will return to the door after a brief time, then come in and leave me a puddle on the floor.
With such a small dog be sure to warm him immediately upon doing his business. I would probably go out with him, lead him to the place, wait for the business to be taken care of, and then immediately bundle him into my coat on the way back in. A treat for the walk back to the door would be added incentive!

Thank you very much for the advice...I just ordered him a little coat, my mom told me to do the same thing...But other than that for the past two days I have been taking him outside in the cold, when it's not raining, and he has actually been going outside. Just like you said, when I bring him in I pick him up and run back inside.
