Candy has gotten really good with loose leash walking but it still pulling down the stairs. The stairs are right outside my apartment door. I have gotten her now where she will sit at the top until I saw ok but once I say OK she darts down. If I am using a regular 6ft leash she chokes herself all the way down. Are there any recommended methods to get her to stay either beside me or just 1 or 2 steps in front of me? Beside me might be a little tight.

oh, good question. I can't wait to hear what people say. I have this problem too..and with three..it's very scary
The usual commands are Slow or Easy.....teaching the dog to change pace/slow down. Changes of pace are part of both Obedience and Agility training. As you're already doing loose leash training start working on both fast and slow pace. It doesn't have to be precision heeling....just a change of pace.
Practice going slow and put a word (command) to it. Go slow in different places like the park, up and down a parking ramp, up and down the stairs, the living room.
