Are dog whistles worth it?

----------------- Brief history -----------------

I have a 1.5 year old eskie, Misty, which I've had since March 2008. We got her from someone who can longer keep her. I've been working with her, such as Sit, come, stay, etc. She semi-responds to the commands, unless there are distractions.
------------------------------------------------

I've been taking her walks very late at night, between the hours of 10pm-2am. She's nervous/aggressive towards strangers and wants to chase cars, there's allot less distractions during these hours. I once had a few an incident where I was unclipping her leash from the harness to the prong collar, which I thought I had clipped it correctly. Unfortunately, it wasn't and she booked. I tried chasing her, but she thought it was a game and so, ran farther. I then gave the "Chase me instead" idea, so I decided to run the other way, which worked, becuase she then tried to run after me. When she got close enough, I got on my knees and called her, which she came.

Anyways, I couldn't yell out "Come" since it was very late at night and I was running in the backyards of some house. I'm surprised nobody called the police. I can't use a clicker, since Misty is afraid of it, so I was looking at alternatives. I was wondering if people still use dog whistles and if they're effective, especially at long distances.

My boss uses one for his beagle. When they aren't sure where it is they'll blow into the dog whistle, and the dog comes right away. I orginally trained Shunka with one and it worked really nicely, since the clicker never really did a lot for her.

Well, she can hear you from 1 mile away...yeah, her hearing is that good and that's not even at shout level. (Granted, that depends on the ambient noise levels).
That being said, whistles are commonly used in field work because of their distinct sound and not wanting to introduce human voices/presence in the hunting environment, not because the dog can't hear over distance.
On the obedience side, they usually fill the niche role for an emergency recall and
most folks use the shepherds whistle for that.
