| Re: No Progress with Potty First, bait the area you want him to go to outside with some of the soiled papers from inside. Dogs are all about smell so you want him to smell his (or another dog's) urine to get the idea.
Second, IMO, I would remove the papers if you want him to strictly go outside. I would tether him to you with a leash when you are home so that he cannot wander out of your sight. Be sure to keep his feedings on a schedule as it helps to form a predictable elimination pattern. Then just be sure to take him outside either every 2 hours or when you have observed (since you kinda already know when he uses the newspapers) that he would most likely be successful in producing outside. Remember PRAISE and food rewards when there is a success.
I think the problem that folks get into with paper training is that you have now taught the dog that it's ok to eliminate inside the house. And it's just a pup who's trying to learn everything all at once. Then, just when that pup thinks he has the routine down, the owner wants the dog to learn to go outside to do business. It's just too confusing for most pups.
We have several threads going on the board around here with people who obtained tiny puppies in the midst of winter (too cold) or now their dog has grown so large that it is no longer feasible (odor/ flooding the kitchen) to continue with indoor pottying.
