Interacting with other dogs - still having some issues

Our min pin has gotten significantly better with other dogs considering he was fear aggressive towards them when we got him. He now lets other dogs and even groups of dogs sniff him without any issue (usually he just stands still until they're done having a sniff) and he has stopped freaking out when another dog gets between me and him. He even plays with some dogs, he has one best friend in particular who is great, they play chase back and forth for hours. He's still a bit dysfunctional though.

He still has a problem with me petting another dog. He'll bark and growl and put his paws up on them, he won't bite but he gets upset about it. I've tried petting him and another dog at the same time and he still wants to get the other dog away from me.

He also loves to chase other dogs, but he doesn't want to be the one being chased. One time we were on a hike and a big pitt started chasing him just playing, and the dog didn't even touch him yet he ran shrieking down the trail like he was being hurt, which he wasn't. When he's being like this I don't pick him up because I don't want to reinforce his behavior, I just talk to him in a happy voice and say "come on" and continue walking. He usually runs circles around me with his tail tucked between his legs looking totally unimpressed.

Is this just a matter of time, getting him around other dogs that are friendly to socialize? Or is there anything I can do to improve the situation and help him become less dysfunctional?
