Arrow Pee Pad solution

I use pee pads for my puppy while I am away at work, but he has become pre-occupied with chewing the pee pads (even though he does use them). I have provided plenty of toys that he plays with consistently. Is there anyway to weight down the pee pads so that it is a little more difficult to pick-up and chew?

You can also try placing them in areas that will make it more difficult for him to play with and less visible such as in a small nook.

You can spray the pad with bitter apple spray, so they taste bad.
