My name is Capt. Don Larimore with the John R. Lindsey State Jail in Jacksboro, TX. My Warden and I are wanting to do a program similar to the Pen Pals program located in Oklahoma:

We were wondering what we would need to do to set up a program like that as far as the Texas Laws on Animals are concerned.
Is there certain laws we will need to follow as far as housing, insurance, medical needs, food storage?
Will we need to be certified by the Humane Society to house the animals?
Will we need to be certified as a rescue retreat to adopt the dogs out one we get them trained?
Any special training we will need to train the dogs?
