Anyone who can do those things to a helpless animal has serious issues- although maybe he is just looking up to his doggie hero- Michael Vick.

You don't have an older brother? or cousin? uncle? Anyone who can straighten this guy out. I think that's all he needs. | I wish. I moved to S.F. for school and I live by myself.  And most of his family members, even his parents, can't control him. He's always yelling at his parents. To be honest, I'm really scared of him as well.
My sister suggested to go steal the dog too...but I don't know how to drive nor do I think I can go that far (2 hour drive) to get her. We also don't have any way to access his other house. |

I don't even want to think what he might be doing to her when he's alone. Maybe they can contact their counterparts in that area and have them check it out as well. |

What next? by choke what do you mean? like hold her by the scruff or actually choking her and sorry i worked at an animal rescue and so much of the time we'd go out to these really dramatic calls and find that the dog is fine and healthy and the owner just using different training methods.
I'm not belittling what you're saying and it sounds as though what you've witnessed is abuse...but unless the animal shows outward signs of abuse or the suspected abuser is caught actually doing it, animal control has no power to seize the animal, maybe try to get a secret video |

Maybe he will get sick of all the hassle and just give the dog up. (hopefully in a good way)
This man is sick, dangerous and in need of an intervention before he hurts someone or something. |

He was actually choking her and dragging her on the kitchen floor while she was trying to get away. She's not bruised or bleeding (I haven't really checked, but I don't think so), but she was whimpering a lot and that's why I told him it was enough and he needed to stop. I've also seen him lifting her up by the neck and he has admitted that he's choked her a few times because she pissed him off. She has been a little messed up mentally, though. She pees and cowers when she sees him coming over to her (which makes him even more mad at her) and she's been really aggressive and unsocial recently. |

Aside from obviously violating the almighty 7th commandment, you're stealing property which is illegal in pretty much every jurisdiction I'm aware of. Judges tend to frown on theft generally speaking. You could, very realistically, end up in jail.
Second of all, a welfare check is generally a check on an individual who may be in danger or a danger to themselves or possibly others. Generally speaking, this is done by law enforcement officers. It's usually done on people who are mentally unstable or on small children who may be in poor living conditions. You sometimes see welfare checks on people who are in abusive relationships, but usually it's on children on the mentally ill. |

| I am totally against stealing for the reasons you named.
BUT, I would "steal" this sweet little puppy in a HEARTBEAT if it meant saving her life (which it sounds like is the case). I wish I lived there... I would take her in and give her all the love and cuddling and happiness she could stand.
I'm not advocating breaking the law (in general!), but................................ I just know that if I were in this situation, I would do what I had to to prevent further torture to a sweet little animal.... |

Legally a dog (or any other pet) is considered to be property. Legally, animal control can't seize a dog any more than cops could seize a stereo. Both have to have good reasons and in both cases, it is seizure of property. |

| Re: I called Animal Control to report abuse today. What next? Just to be clear, I am NOT going to steal the puppy. I've thought about it a lot these past few days and wish I could, but I'm trying to keep myself out of trouble so that I can help the dog and not make it worse.
Anyway, I called animal control today and they still haven't begun investigating and they don't have a definitive answer on when they will be doing the investigation. They said they have lots of cases and will follow up with me. It's a bit disappointing because everyday that she's out there with him, she's getting abused.
To the person who asked about the babysitter. Um...we (myself, his brother, and his sister) babysit her on weekends but on the weekdays when he's at his other house and going to school, I think he leaves her by herself in her crate. Sadly, since we got into an argument, he forgot to bring her crate (and her food) so I'm guessing he's going to leave her in the bathtub.  |
