Some help please!!

Hi, as you all know ive not long had Charlie (say 3 weeks now) and hes nearly 13 weeks old. Hes more or less housebroken, he can sit and give his paw!

Well lately, hes been getting really nasty to my sister (shes nearly 11) he barks and growls at her, and bites her clothes, and sometimes her friends clothes. But he doesnt do it to anyone else, just her.

Ive read on here about pack order and things, so could it be that he thinks that hes higher in pack than her?
Or is it maybe that shes been teasing him so he automatically assumes shes gonna start playing, so hes playing back?
When he growls/barks/bites his tail is always wagging and hes not being nasty.

But this behaviour is getting a bit out of hand, he doesnt listen when we tell him to stop, or if i pick him up to calm him down, he growls at me!

Ive constantly told my sister not to tease, but i dont know what she does behind my back. Also my mum says that if he gets nasty or starts to bite then we have to get rid of him, and i REALLY dont want that, neither does she, its just we dont want him to end up biting and hurting someone else in the future.

what should i do to curb this behaviour?
