Requiring a fenced yard doesn't mean the dog has to live in the yard 24/7. A lot of shelters and rescues require fenced yards for any dog. The point is that a fenced yard indicates control other than by means of chaining the dog in it's yard, which doesn't protect other animals or children that might stray into the yard. Another common problem is that people with unfenced yards tend to get lazy and let the dog out, uncontrolled, for potty breaks, instead of going with the dog on leash.

I think you first have to define what you mean by the word "breeder." Do you also mean the people who negligently let their dogs roam to impregnate someone else's dog? Both could be considered breeders by neglect, because they hadn't altered their dogs, but that's not a common label.
So if one has to intentionally breed to be a breeder, then no, dogs won't become extinct. Breeds would become extinct without selective breeding.
