Angry Housetraining adult dog

I have a one year old pomeranian who has a problem with marking his territory. I can't take him ANYWHERE; the first thing he'll do is find a good spot to pee in. I'm not sure if this is because he was poorly housetrained, or what! Should I start all over with the housetraining?

Is he neutered. Un-neutered males have a tendency to "mark" their territory. However, I've seen it said on this forum that if not neutered as puppies often the behavior doesn't stop. I had a foster dog that was neutered at 18 mos and he marked everything.
Until you can get your dog neutered I would suggest a trip down to the pet store and pick up some little pants for him. They are just a strip of elasticized fabric that goes around the belly, covering the penis with an absorbant pad, and fastens with velcro up top. I kept the "man pants" on the dog whenever he was indoors.

He is neutered, but it may have been done recently. Is there a chance he will learn to stop marking, or will he be in doggie diapers permenantly?

I thought I read somewhere that the "man pants" (giggle) as they were called will help deter them from marking b/c it does not allow them to mark, thus not providing the scent they want to detect & in the end eventually stop the behavior. When I had a cat that was marking I was able to get free paperwork from my vet that had techniques to try, so you might want to see if your vet has free literature for you.

Asking at the vet is definitely worth a try. Maybe even google it and see if there is anything helpful.

I did notice after having the pants on the foster dog that he stopped marking (there weren't any stains in the pad) after a few days. However, as soon as he was out of the pants for a few days it would start all over again.

Not to burden your day, but my mom has a 7 or 8 year old terrier. He wears doggie dipers for the same reason and will for the rest of his life. I hope that since he is still young you can fix this. There has got to be a way.
