Smile Snatch and run

Rambo (my four month old pomhuahua) has a terrible habit of snatching stuff up and bolting. If it's something he knows he can have, he will sit there and chew it... but anything he knows he isn't supposed to have, he will take off as soon as it enters his mouth. Is there a way to break this habit? I know it got started because I have to constantly pick him up and pull crap out of his mouth. I pulled a THUMBTACK out of there the other day. I just about had a heart attack, I don't even know where it came from! I do try to offer him stuff that he should have, but he'll keep whatever he's got in his mouth when he comes to inspect it and often try to keep both in his mouth, so I end up having to get it out myself anyway. Every now and then he will drop it, but mostly he tries to have both. He is greedy.

He picks up EVERYTHING he finds on the floor and if he doesn't eat it, he chews on it and then spits it out. He rarely even sniffs it. He just sees something he can get in his mouth and picks it up. Panda (my 16 year old shih-tzu) is a crazy scavenger, but she makes sure she wants to eat whatever it is she's looking at. He scavenges and just eats everything. Granted, Panda probably got in the habit of making sure things smell tasty thanks to my brothers constantly giving her hot sauce and other terrible things as a puppy. I don't want him to rush over when someone drops a bottle of pills and eat them. That happened to a friend's dog, fortunately it survived thanks to a rush to the vet, but... Eesh.

Also, is it normal for him to not sniff stuff that people offer him? It's fantastic that he trusts me enough to give him something tasty that he'll walk right up with an open mouth and (gently) put it over the offering fingers even if I don't actually have anything, but... I dunno. Maybe it's just that I don't trust anyone but myself with my dogs. It feels very scary to me.

Other than this, he's doing very well. He's finally learning to go to the door when he needs to go out (and he also has a sign of when he needs to poo; he sits down and lifts his hind feet up a little... it is kind of hilarious.) and he's not biting as much, and when he does it's not as hard. He still attacks faces and loves to stick his tongue in your ear though. Very gross. I don't like it, haha.

This isn't something you can train for.....what to put in the mouth....what not to put in the mouth. It's really a management issue of not letting him have access to potentially dangerous items or items you don't want damaged.
The Drop It or Give command is something you CAN teach but, unfortunately, that command comes after the fact.
