Down Puppy, Down

I'm trying to teach my beagle to lie down, but he just claws at the reward instead of lying down. What should I do?

First I taught my puppy to sit. Then to teach her down i said "sit" and then pushed her down gently and said "down" and gave her a treat. She got it pretty quick, now when she jumps on people I saw down and she usualy responds unless she is real excited.
