What is the reason dogs do this? I've heard it was worms but don't buy that.

They do it when their anal glands are irritating them and need to be expressed.

What Cheetah said, plus sometimes tapeworms can make for an itchy bottom. Or if they have a poop that didn't, uhh... completely clear the escape hatch.

And sometimes they do it just because it feels good.

It cost me 16 bucks at the groomer to get my beagle shined up and butt juices removed.
