new small breed owner with itch

I have a bichon, and he is just over 2 years old. We spend our summers in northern canada in the summer, so this problem we have is only in the fall and spring here in the states.
Our little guy scratches himself raw. I mean down to where he will bleed. I have tryed everything under the sun to help him, from skin care mist, Linatone in his food, and the best moisture shampoos I can buy, but he is still digging. I take him to the vet, and he gives him a shot to help the itch, but it's not a cure.
Does anyone out there have any ideas for me to try?

Have your dog tested for allergies, there are many treatments that can help.

Sounds like it could be a food allergy - that's pretty common in many breeds. Since its not flea season that rules it out; unless you have fleas IN your house.

Might want to look into food allergys - what are you feeding now?

since its only during specific months in the states, based on what I have learned about my dogs allergies, it sounds like yours are seasonal. I have seen people mention Benedryl to help with the itching. Ask you vet about it. Also, have you tried an oatmeal bath? it helps with human itchy skin and I think they make a formula for dogs.
