Chloe, neighbor's dog

I have these neighbors across the street who have been there since late last year, I believe. I just moved in at the end of July, so I don't know them well. They're always outside with friends and their kids and chihuahua, Chloe. My next door neighbor is a very social neighbor and likes to be the neighborhood mom, I guess. She's very nice, always coming over and offering things. Says she has been the only person to talk to these neighbors about noise level, etc. No one had mentioned to them to not let their children (about 2 and 4) and dog to run in the street. Chloe often did not have a collar on her and she chased cars, would come in our yard and bark at us, etc.
I always have been proud of myself for speaking up, doing what I think is right and not turning a blind eye. Well, this time I have been. We were talking with our neighbor about how nobody has talked to the neighbors about their kids/dog in the street. I said I would next time I see them running around. I back my car out of the garage and in their direction-I could easily hit any of them. They're two houses from the corner, so cars come around. Sometimes they would be inside with their garage door open and the door to the garage from the house open.

I never got the chance the last few days--they were not outside, which was surprising. My neighbor comes over to say that she saw Chloe chasing a car and 30 minutes later came out to see Chloe dead on the street.

I hope they learn their lesson, and it may not be the time to lecture them. Then again, they may not have learned their lesson and their children may be the next victim.
It was such a shame and I am a little upset at myself for not speaking up sooner. I know it's not completely my fault or anything, but I know I could have done something and it may not have happened.


edit: I just took Maddie on a walk and saw a little terrier, unleashed, come toward me. Two kids, about 6 and 8, come over, terrified Maddie will eat their dog. Holding her tight, I reassure them Maddie's nice and just wants to play. They dont listen. They want us to get their dog for them, so my boyfriend picks the dog up. I tell them about Chloe and to leash theirs. I hope they listen. At home, I saw another neighbor, who has 3 kids, one of them is 4 and he has walked outside unsupervised, even crossing streets. I met him when he walked into our garage to talk to us. Said his parents were inside watching a movie. I walked him home and told him not to cross the street since he said he did to visit his friends (people with Chloe). Next day, I talked to his parents since they were outside. Mom said it must have been dad. Today, I spoke to her as a heads up, the dog got hit, just saying so she is aware and make sure her kid doesnt run into the road. Like any mom, got defensive and said she supervises him. Well, maybe most of the time, but obviously does not always. Well, at least she knows. Hopefully the kid is safer now.
