I think I will, but I'm really scared what he'll do. The cops come to him he could come after me or really hurt Oskar if he so wanted to. I'm realizing I have more proof than before. There are punch holes thoughout my apartment, I took photos of some of the marks he left on me- I'm sure there is a date encoded. There is hospital records... although I lied and said it was an accident. I have no idea how hurting me will translate into hurting the dog, especially because his whole messed up family will stand by his side and that 6 people against me.

Have you tried filing an abuse, mental/physical, charge against him? If you have photo and medical evidence you might get something to stick at least to scare him.

At the very least file small claims suit against him for the cost of Oskar, include court costs into the suit.

Bring all that info with you. You do have evidence. It wont matter that you said it was an accident. If it was clearly abuse, they'll be able to tell. I dont know anyone who in their right mind would let a stolen puppy stay with an abuser. I wish you the best of luck. I would do my best to fight for my dog, do all you can. And I applaud you for having the courage to walk away.
