In the upper left you should see in white "UserCP", click on that. Then in the left hand column in red click on "Edit Avatar". Click on the circle that says "Use Custom Avatar" and upload the photo off your computer with "Browse" or cut/paste the URL (starts with http://) into the appropriate line from photobucket.com or other phote storage website. Just make sure your photo does not exceed the maximum size listed at the bottom in the edit avatar screen. I hope this helps.

If it doesn't allow you to upload, it's likely your pic is too big, so just make sure it is fairly small to start with. It has to be either 80 x 80, or 19.5kb total, whichever is smaller.
