Dry Skin

My new dog Mischa is 6 years old and a pomeranian.

She was shaved in the shelter due to mats and burrs in her long fur.

Her fur is finally growing. However I noticed that her skin on her tail is darker and furless and feels a bit scaley. I bathed her with this really nice dog shampoo and her fur is noticeable softer, however not as soft as Aiko's.

Any recommendations that might help my little girl's skin? Can you put lotion on dogs? lol.
