Post Hair growth

My sister's dog Jack is part yellow lab/part Chesapeake bay retriever. Hes a rescued dog, and he was hurt by a previous owner. He has a wound about 2inches wide & 3inches long in size. Its healing most of it is is pink and brown scar. Its close to his tail, and he doesn't lick it that much. We are currently cleaning it with PVP iodine & applying polysporin 3x a day. So if anyone knows of something we can apply that would help with hair regrowth or if the hair will even regrow in that area? Any information is helpful, this is our first rescue dog.
