4 Month old Puppy - swollen vulva

4 Month old Puppy - swollen vulva
HI All...
My 4 month old puppy has a swollen and protruding vulva. It doesn't seem to bother her. My vet gave me a cream to put on twice a day, but it's been a week and doesn't seem any better. Does anyone know what causes this, and how long it last? We plan on having her spay in 6 more weeks.
