I have the same problem with my Manchester Terrier named Roxie. With her, it is allergies to something outside. She is an indoor dog, but she does have to go outside to go potty. She really starts having problem's when spring arrives. The vet had tested her for mainge first, but she didn't have that. I use predasone for the itching, and a special shampoo from the vet. Sometimes if it is real bad, the vet will give her a shot.
Like the others have said, please take your baby to the vet, it could be a variety of different things.
