Question about heat cycle

I have 2 miniature yorkies, the male is 2 and the female is a little over a year and a half. The female just had her second heat cycle in April (which was six months after her first heat cycle). It is now the beginning of July, and I believe she is in heat again. My male dog will not stop trying to hump her, she keeps licking herself, the male will not eat, and these are all the things that happen when she has been in heat previously. This has been going on for about 3 days, and her vulva is not swollen, and there is no blood, mucus, etc, so I am wondering if it is possible for her to be in heat again after only a little over 2 months? I recently had her at the vet, and he stated after feeling her abdomen, that she is not pregnant, not to mention, had she become pregnant during her last heat cycle, the puppies would have already been delivered. I am very new to the whole dogs being in heat, as all my dogs have always been spayed or neutered. This is my mothers dog, she had planned to breed them, but she just passed away, so I am not trying to be an irresponsible pet owner. Any information would be so greatly appreciated. It seems unlikely that she'd be in heat so soon, but some dogs do have irregular cycles (just like some women...). I'd take her in to the vet, it could be an infection. Seomtimes males will get confused and will mount a dog (male or female) that has an infection, as the odor can be similar to the heat smell. And, she's too young to be allowed to get pregnant (she should be at least 2), so be sure to keep the male away from her at all times, just in case she is in heat.
