Puppy has irregular anal leaks

Hi, I recently took in a 5 month old puppy with a certain number of health issues including the fact that he irregularly leaks from his rear. By "irregular" I mean some days it's on all day, other days he's perfectly clean.
His leaks resemble some "left over diarrhea" whereas there is no diarrhea per sé, and further more his feces are perfectly normal (he is not housebroken).
At first the vet thought it was excess gases, so i treated him for that for a week, with no real change.
Then we removed the industrial kibble (albeit sold by the vet, so good quality) and replaced it with rice and chicken (vet's suggestion) : still same.
For 3-4 days now he has been under a wide-range antibacterial treatment, which is in part also destined to clear a fungus he has on his skin (like I said, he is far from a perfect ball of health!) - his secretions seem to have diminished, but not altogether removed. Some days are with, somedays without...

It's as if he had no real control over his anal glands, and thus they remain open at random points throughout the day.
My vet suggested that this is a neurological deficiency...
I am not entirely sure the vet knows, but then again, he is notoriously the best vet in the city!!

Because of this "spotting" all over the house, Elliot has been confined to the garden or is crated when indoors. It's no fun for him because my other dogs all get to lounge around the couch at leisure.

Another point that comes to mind : he also urinates whenever he is excited, cuddled, happy to see you etc. I have no idea if this stems from whatever the other problem is, or if this is just behavioural (given he is not yet HB)...

anyone ever encountered this problem?
any ideas of how to handle them?
