Definitely check out the K&H warming mats. They are super popular, with really positive user reviews. They have one that's especially for outdoor cats.

picture of the set-up that one person has, that uses a upside-down tupperware container as a shelter, with the pad under it.
It saves energy by just working when there's a weight on it. K&H brand is a little more expensive, but it's worth it because the cheaper ones break really easily.
Here's a
link to a K&H bed that's cheaper, but it's meant for indoor use. So if you're planning on putting it somewhere really sheltered from moisture, like in a barn or garage, this one would be suitable.
