Lemon flea prevention for cats?

I know that essential oils are toxic to cats, but I found a site that suggest lemons... and again explaining that oils are bad for cats. But another individual stated never to give your cat a lemon "dip".

The reason I'm asking is because we've had a bad flea problem since last spring, and it's just not getting any better. I think I'm going to at least try garlic with the dogs (if I can only find a recipe...), because its much less expensive than using commercial repellents, but I know that cats can't have that either. So... am I stuck using commercial flea/tick meds for them as well? It's just that finances are really tight, and if we could somehow cut down our costs a little bit it may give us some wiggle room to build that rabbit hutch and dog kennel I've been itching for (no pun intended! lol).
